Nepal is in turmoil for many years now.Earlier it was thought to be transitory pang but now it is emerging that there are some vested interest keeping this Himalayan Kingdom on a boil.Yes the transition to democracy from kingdom has not fructified in the desirable manner of the general populace of the country.The drafting of the constitution is still in limbo and many fear that Maoist are devising ways to regain power somehow.
There is vertical split in the society and people living in the Terai region are demanding separate states under the new federal structure.The present government and the influential Maoist are now not opposed to the idea of separate state of Madhes but that is not acceptable for the Awadhi,Maithili ,Bhojpuri speaking millions of people.They are pressing for the linguistic model adopted by India during the reorganisation of Indian states.
The creation of separate state and continued agitation for it has divided the Nepalese society and India is being blamed for this situation by one section.There is growing anti-India feelings among the hilly regions of Nepal but people inhabiting in Madhes region consider that just and necessary.Maoists are providing fuel to the fire to further ignite anti-India feelings.
Not very long ago people from Terai were discriminated on every count and they were considered nothing but a second grade citizens.They were denied important position in bureaucracy and their grievances were unheard.Along with the Maoist movement,Madheshi also woke up and started to pressurise the government for equal rights.Their endeavor bore fruit and they are now regarded as the Nepali with same and equal set of rights enjoyed by every citizen of the country irrespective of their native address.
The ant-India feelings is further boosted by the Maoist at the behest of Chinese Government.China is very active in Nepal and if the situation is not arrested immediately then a few years down the line it will become an extended territory of China.China is connecting Nepal to Tibet with a super highway and several other mega infrastructure projects are on the offings.
As is normal procedure with the Indian government it awoke late and is in the mode of damage control.But Indian style of functioning requires a decade of planning so by the time it is ready to act,China would already have encircled it by then.The only grace is that Madheshi people consider India as their second home and they would resist any move that is detrimental to the security and sovereignty of India.
Indian government has announced several new Railway projects but when will those initiative will be be implemented is not defined yet.As per the working pattern that will take decades because our bureaucrats will first find the safe conduit to siphon out funds meant for the work before they set out to implement any.China has already proposed the rail connectivity and if Maoist come to the power again then China will have free hand in these projects too,denying our bureaucrats their perceived commission.
It is high time that our government look beyond the Pakistani threat and concentrate upon our other neighbours.We can not afford to be encircled by several hostile neighbours like Pakistan.
